In July 2014, Chen Gaoyan served as researcher of the Huizhou City Government Office, director of the Municipal Administrative Service Center, and deputy chairman of the Municipal Committee of the Peasants and Workers 'Party Committee; in October 2015, he served as deputy mayor of the Huicheng District Government (retaining the department level) and deputy chairman of the Peasants and Workers' Party Committee; in July 2016, he served as deputy mayor of the Huicheng District Government (retaining the department level level) and chairman of the Municipal Committee of the Peasants and Workers 'Party Committee.
