Liu Liange, the former chairman of the Bank of China, was charged with illegally soliciting and accepting more than 121 million yuan of property from others

On April 24, 2024, the Intermediate People's Court of Jinan City, Shandong Province, held a public trial of the first instance of the case of Liu Liange, former Secretary of the Party Committee and Chairman of Bank of China Co., Ltd., for accepting bribes and illegally issuing loans.

The Jinan Municipal People's Procuratorate alleged:

From 2010 to 2023, defendant Liu Liange took advantage of his position as a member of the Party Committee, Vice President, Deputy Secretary of the Party Committee, Vice Chairman, and President of the Export-Import Bank of China, and Deputy Secretary of the Party Committee, Vice Chairman, President, Secretary of the Party Committee, and Chairman of the Board of Directors of Bank of China Co., Ltd., as well as the facilitation of the formation of his authority and status, to provide assistance to relevant units and individuals in matters such as loan financing, project cooperation, and personnel arrangements, and illegally solicited and accepted property from others totaling more than 121 million yuan.

From the end of 2017 to the beginning of 2020, while serving as Deputy Secretary of the Party Committee, Vice Chairman and President of the Export-Import Bank of China and Secretary of the Party Committee and Chairman of the Board of Directors of Bank of China Limited, Liu Liange clearly knew that the relevant enterprises did not meet the conditions for issuing loans, violated the Commercial Bank Law of the People's Republic of China, the Banking Supervision Law of the People's Republic of China and other laws and regulations, and promoted the issuance of loans totaling more than RMB 3.32 billion to relevant units, resulting in a loss of more than RMB 190 million in principal.

The procuratorate requested that Liu Liange be investigated for criminal responsibility for the crimes of accepting bribes and illegally issuing loans.

During the trial, the procuratorate presented relevant evidence, the defendant Liu Liange and his defender conducted cross-examination, the prosecution and defense fully expressed their opinions under the auspices of the court, and Liu Liange made a final statement and pleaded guilty and repented in court.

At the end of the trial, the court announced an adjournment and announced the verdict at a later date.

More than 20 people, including deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, journalists, and people from all walks of life, attended the trial.
