Carrying out a comprehensive experiment of open innovation in Suzhou Industrial Park is an important measure to implement the innovation-driven development strategy, build a new open economic system, and promote the transformation, upgrading, and innovative development of development zones. The following measures are now proposed to support Suzhou Industrial Park in deepening the comprehensive experiment of open innovation.

1. Overall requirements

2. Build a two-way open node with world cohesion

(1) Promote deepening reform and expanding opening up in key areas.Encourage qualified medical institutions in the Suzhou area of the China (Jiangsu) Pilot Free Trade Zone (hereinafter referred to as the Pilot Free Trade Zone) to carry out clinical research in cutting-edge areas of biomedicine such as immune cells, stem cells and gene therapy in accordance with relevant regulations, and support the conduct of investigator-initiated clinical research in accordance with relevant regulations. (2) Promote the coordinated and innovative development of the Pilot Free Trade Zone and the Comprehensive Bonded Zone.Clarify the access standards, supervision methods, and transportation methods requirements for bonded testing in the Suzhou Industrial Park Comprehensive Bonded Zone, and support the development of high-tech, high added value, and environmentally friendly bonded testing. Support Suzhou Industrial Park drug ports in strengthening inspection capabilities and supervision capabilities, and apply the national customs clearance integration model. (3) Improve global resource allocation capabilities.Support Suzhou Industrial Park in building a leading domestic headquarters economic cluster, and encourage multinational companies to establish functional institutions such as R & D centers, sales centers, and distribution centers. Support Suzhou Industrial Park to carry out pioneering exploration of financial reform in compliance with laws and regulations. Encourage domestic and foreign banks, securities, insurance and other financial institutions to deploy in Suzhou Industrial Park in accordance with the principles of prudent supervision. Support qualified financial institutions to initiate the establishment of financial subsidiaries in Suzhou Industrial Park. Deepen the pilot program of integrated local and foreign currency capital pools, improve the efficiency of the capital pool, and improve the convenience of cross-border payment and payment for multinational enterprise groups. Study and formulate convenient measures to attract high-end foreign talents to develop in Suzhou Industrial Park. Support Suzhou Industrial Park to participate in the construction of the Innovation Research Institute for Outstanding Engineers. Support qualified units in Suzhou Industrial Park to register and establish postdoctoral scientific research workstations. For foreign high-level talents selected in the national, provincial, municipal and Suzhou Industrial Park talent plans who have participated in the basic pension insurance for enterprise employees who have paid less than 15 years and continue to work, they can choose to apply for extension of payment by the employer.

4. Build a modern industrial highland with global competitiveness

Adhere to soft and hard collaboration, comply with the development trend of open source, and encourage coordinated innovative development of technical software and industrial software companies. Encourage large national funds to actively support Suzhou Industrial Park related projects in a market-oriented manner. Strengthen the construction of digital infrastructure, appropriately deploy networks and computing power in advance, and encourage the integration of intelligent computing resources through cloud services. Encourage artificial intelligence companies and industrial enterprises to collaborate in depth, coordinate the layout of general large models and vertical large models, and explore typical application scenarios. Build a high-level carbon peak pilot park. Promote the construction of pilot projects for market-oriented trading of distributed power generation, actively deploy distributed photovoltaics, and encourage enterprises to participate in green power and green certificate transactions. V. Build a development zone governance model that demonstrates China's modernization
