On August 13, the 19th meeting of the Standing Committee of the 17th Municipal People's Congress was held. The meeting heard a report on the municipal government's livelihood work.

This year, the municipal government has selected and determined 30 practical things for the people in 10 aspects in 2024 based on the principles of implementation, completion and effectiveness in the current year, focusing on the issues that are most concerned about, most direct and most practical to the citizens. These people's livelihood matters are the "people's livelihood client" that is systematically planned through multiple rounds of investigation and research, extensive listening to the opinions of the masses, overall design and basic work. (1) Improve the "convenience" of transportation

Adhere to the system concept, integrate planning, construction, governance, and jointly manage people, vehicles and roads, and combine points, lines and areas to effectively improve the smoothness and convenience of transportation.

Accelerate the construction of a new layout of comprehensive urban transportation, with both internal and external repairs and integrated high-speed transportation. In accordance with the overall layout of "chessboard + loop line" for urban transportation and "loop line + radiation" for urban transportation, implement smart capacity expansion of the ring expressway, plan to build a new urban loop line, give full play to the diversion and guidance role of the outer ring expressway, and build a rapid industrial cluster and a comprehensive new city. Explore and practice new models of traffic management, adjust structures and increase efficiency. The proportion of trucks passing around the city has been reduced from 40% to 20%, which has greatly improved the efficiency of city traffic and improved the quality of the air environment.

Systematically implement micro-renovations of expressways and municipal roads to promote circulation and ensure smooth flow. Systematically promote the standardization, standardization and intelligent transformation and improvement of 108 urban expressway trunk roads and urban roads.

Municipal road construction, the micro-renovation of 7 intersections of 2 main roads, Xianning Road and Mingguang Road, has been completed, completing 44% of the annual tasks; bidding for the micro-renovation of 11 small incisions on the Second Ring Road has begun; the construction of 12 of the 100 secondary branches has been completed, and 48 of the 100 branches have been under construction, and the remaining 40 have been completed for design bidding.

Construction of public parking lots and charging stations, 10493 public parking spaces were newly constructed, completing 70% of the annual tasks; 98 public (special) charging (replacement) power stations and 3333 charging piles were completed and put into operation, completing 70.9% of the annual tasks.

(2) Promote high-quality and balanced development of education

Adhere to comprehensive policy implementation and systematic governance, coordinate facility hardware construction and institutional software construction, and play a "combination punch" in education management reform.

Promote the connection between household registration policies and student status management. Adjust and optimize household registration management policies and strengthen the management of collective households.

Promote the matching of degree supply with actual demand. In 2024, 22 schools will be built, renovated and expanded, with 23,000 new degrees, mainly located in areas with tight degree levels.

Promote the coordination between the number of schools and the quality of teaching. Build 37 education groups, drive high-quality development of 149 schools, benefiting approximately 106,000 students.

Promote the unification of management and services. High school urban and rural community construction, formulated a "one school, one case" assistance plan, completed the "two-on-one" twinning and joint construction of provincial demonstration high schools with 14 county high schools and 7 township ordinary high schools, and established 21 urban and rural school communities.

(3) Promote the construction of community service facilities

Adhere to the optimization of community scale settings as the basis and the construction of community embedded service facilities as the starting point, and strive to improve the level of comprehensive community management services.

Improve the community management system. Split and integrate ultra-large and micro-communities. Since last year, a total of 50 ultra-large communities have been split to ensure that community capabilities are coordinated with service tasks.

Complete the functions of community facilities. Vigorously promote the construction of community embedded service facilities, and plan to complete the construction of 208 pilot demonstration projects in three years to make up for the shortcomings of elderly care and childcare, community meal assistance, housekeeping and convenience, health services, sports and fitness, culture and leisure, and children's recreation functions.

Promote the construction of embedded service facilities in urban communities, 110 national pilot projects and 98 municipal projects have been fully launched. (4) Make up for shortcomings in urban and rural water supply capacity

In terms of renovation of old communities, completed bidding for 67 projects and is intensifying construction.

(6) Promote high-quality employment
